The Integrated Support Center for Nuclear Non-Proliferation and Nuclear Security (ISCN) held the above seminar in the conference room of the Viet Nam Electricity Ninh Thuan Nuclear Power Projects Management Board (EVNNPB) from January 26 to 28, 2016 in Ninh Thuan, Viet Nam, on which a new nuclear site is located.
With the primary objective of providing EVN Operators with a specific training, the seminar introduced fundamental knowledge of the Nuclear Material Accountancy and Control (NMA&C) which will not only be a basic tool for safeguards but also an essential element for reinforcing nuclear security. On this account, there was a wide range of attendees from the Ministry of Industry and Trade (MOIT), EVN Headquarter, EVNNPB, People’s Committee of Phan Rang-Thap Cham City, to Public Security and Military Commanding Committee of Ninh Thuan Province, adding up to 42 participants. On the other hand, ISCN lecturers and nuclear nonproliferation specialists from the US Pacific Northwest National Laboratory (PNNL) participated in the event.
In apprehending safeguards from operator’s perspective, the seminar underlines how to appropriately establish the system in order to effectively collect data necessary for safeguards as well as the necessity of recognizing their maintenance as an important theme from the initial stage of construction. As its introduction, the seminar elaborated on-site nuclear material accountancy and control and its relationship with security and safety as well as how to design the framework of the safeguards system in the construction of a nuclear power plant that Viet Nam will face.
