Strengthening Inspections Regime for Nuclear Material: Vietnam, Indonesia and U.S. team up for National Inspections Course

On September 18-22, DOE/NNSA Nuclear Safeguards Engagement Program (INSEP), with participation from the Indonesian Nuclear Regulatory Authority, BAPETEN, conducted a training course for the Vietnam Agency on Radiation and Nuclear Safety (VARANS) on the Conduct of National Inspections. Held in Hanoi, Vietnam, where INSEP had earlier delivered a Fundamentals of Inspections workshop, this course  provided VARANS with a more in-depth approach to inspections practices and focused on honing inspector skills through exercises and technical demonstrations. The follow-on course covered key topics, such as preparing an inspection plan, conducting an entrance meeting, root cause analysis and determining deficiencies and documenting inspections results. The participants also practiced their observation and interviewing skills through mock simulations. VARANS hopes to use the knowledge gained during the training course to develop a more detailed inspection plan for upcoming safeguards inspections at the Dalat research reactor. 



The course also served as a forum for experts from Indonesia, USA and Vietnam to share their experiences and lesson learned in conducting national inspections.  Furthermore, the participants established strong professional connections that will allow for future communication and exchange of information on the national inspections topics.
